(a) All dogs within the territorial boundaries of the town or its extraterritorial jurisdiction shall remain under their owners or custodians
immediate control. For the purpose of this section, "immediate control by the owner or custodian" shall be construed to mean:
(1) Restrained upon the property of the owner or custodian of the dog either by being tied, chained, within the confines of a fence designed to retrain the dog, or an electronic operated, invisible fence sufficient to restrain the dog upon the property of the owner or custodian; or
(2) While being walked or exercised off the premises or property of the owner or custodian, the dog must be restrained by a leash connected to a collar or harness, sufficient to restrain the dog from breaking loose, the leash to be not longer than twenty-five (25) feet in length (retractable).
(b) The provisions of subsection (a)(1) of this section shall be enforced in the same manner, using the process outlined in section 11-28.
(c) A first and second violation of article II, shall be trated as a civil penalty under this Code of ordinances (see section 1-5). All third and subsequent violations of article II, by an owner shall be trated as a criminal penalty under this Code of Ordinances. (See section 1-5).

Golf Carts are not authorized to be operated on public streets and highways within the Town of North Topsail Beach. They are also not allowed to be operated on the North Topsail Beach bike/pedestrian path. Golf Carts may only be lawfully operated on private property.

Fireworks that detonate or explode, make a loud report, propel themselves through the air, or are not otherwise authorized by G.S. 14-414 of the North Carolina criminal code are illegal and are not allowed on North Topsail Beach regardless of where they are purchased. There are several professional fireworks displays located in the surrounding communities a short drive away from North Topsail Beach during the July 4th holiday, and we encourage our citizens and guest to attend them.

Please be mindful that unattended holes left on the beach strand can cause injury to others, especially as night falls. Please be sure you fill in any holes before you leave them unattended.

The bike/pedestrian bike path runs between the North Topsail Beach Town Hall parking lot, to the North Topsail Beach Park on New River
inlet Road. This path is not to be utilized for parking, or storage of
items such as trailers, boats, construction materials, etc… The path
is for bicycle and pedestrian traffic only and must remain unobstructed.

Onslow County Beach Access # 3 is located at the north end of North
Topsail Beach off of River Rd. The access requires four wheel drive
capabilities, and parking must be within the confines of the access.
Parking is not allowed in the entrance, nor is it allowed on the shoulders
of River Rd. The speed limit for B.A. #3 is 5mph, and the access is not
for joy riding. ATV’s, motorcycles, and go-cart type vehicles are not
allowed. The launching and recovering of water craft in this area is also
prohibited.
Vehicles are not allowed to drive onto the beach strand
as is indicated with a posted sign near where the Atlantic Ocean meets the
New River Inlet.
Please do not swim in the inlet as the currents are
extreme and the tide changes rapidly.

Parking is a problem each summer season. Please remember to park in designated parking areas only. Refrain from parking on the shoulders of the public streets and highways. Do not leave your vehicle parked within 15 feet of an intersection. Do not park opposing traffic. Do not park within 15 feet of a fire hydrant or plug. Do not park in a private driveway or on private property without express permission of the owner. Do not park in handicap parking spaces without authorization. Do not park within the designated Emergency Vehicle Access points.
Do not park on the grass within the confines of the town park, or on the Town bike/pedestrian path.
If you are planning on renting, please contact your rental company to ascertain how many vehicles your rental is capable of accommodating and adjust your travel plans accordingly.
